Profile

Ministry of Higher Education Science, Research, and Innovation (MHESI) was established on March 2, 2021. MHESI announced the Regulations of the Ministry of Public Sector Division, the Office of the Permanent Secretary of the Ministry of Higher Education, Science, Research and Innovation by virtue of Article 6 paragraph one and Section 9 of the Public Administration Regulations Act, Ministry of Higher Education, Science, Research and Innovation B.E. 2562 (2019), and announced the issuance of ministerial regulations as of January 25, 2021, signed by the Minister of Higher Education, Science, Research and Innovation.

 

The establishment of MHESI is a bureaucratic reform. MHESI is a merger of government departments, which have various legal functions and powers. They are Ministry of Science and Technology, The Office of the Higher Education Commission, and 2 national research funding agencies, the National Research Council, and the Office of research support fund, joined to form a new ministry. So MHESI is a model ministry of a new type of ministry with links to the mission of policymakers. Coordination and support in higher education, science, research development, innovation, and competition in business along with people development.

 

The regarding Act is considered to be driving the government’s national management policy. The reason is that with higher education, science, research, and innovation as an important mechanism for developing the country. Also support the changes in the world that will occur in the future and preparing the Thai people to support important challenges in the 21 century. Then MHESI has vision to integrate the power of higher education, science, research, and Thai innovation for transforming the country to have rapid and sustainable development. And enhance Thailand competitiveness with a value-driven economy and be ready to step into the future.

To promote research work for commercial purposes, produce human resources in response to future needs, and develop innovation on a full-cycle basis. Thus, the ministry has created the platforms which focus on the following areas; 

  1. Manpower and Brainpower for Research and Innovation 
  2. Dissemination of knowledge and the Publication on research and innovation to people by enhancing the research foundation and ecosystem. 
  3. Research Innovation and Knowledge Management for the development of social and economic purpose.
  4. Integrating with the organizations under MHESI to promote the Universities as the leading institutes in driving and developing the country and improving people’s quality of life.

Therefore, MHESI is a leading organization to drive cooperation between higher education institutions and research institutions in a direction consistent with the national strategy, plans and policies of national development. It can move into the 21st century, respond to the 20-year national strategy, and comply with the Thailand 4.0 policy.
